Messier was a 3rd rd pick. There were only 21 teams, so he was 48th overall. That's mid 2nd rd now. They were not nearly as scientific about drafting back then so early busts and late hits were both a lot more common than they are now.
That said there are still surprise hits in late rounds. But it is not a lot. It can look like a lot if you make a list of them but if you just look at each year's draft results there are maybe 1 or 2 a year plus a few other fringe players taken in the last 3 rounds.
'18 & '17 are too recent.
'16 had Jesper Bratt in the 6th. He looks pretty good.
'15 had Nutivaara in the 7th (and Niku). Dominik Simon in the 5th plus a few other players, including Appleton, who look like NHL'ers but not exactly stars.
'14 has about 6 NHL players coming from the last 3 rounds.
'13 has a few NHL'ers, not many.
'12 about the same as the rest. The closest to a star I see so far is Hellebuyck and goalies are different.
'11 had Ondrej Palat in the 7th and Josh Manson in the 6th. I've gone all the way back to the Jets forst draft and those 2 are the closest to 'star' players. That's 18 rounds, 540 players picked. 2-3 minor 'stars' and about 30(ish) players in total. That's less than the 1 or 2 per year that I thought I would find.
