How about the fact that the rule states you can't make a stutter step between your last step and the shot?

Yeah that's true. No talent no rule.The Finnish version doesn't need it as their players never feint or stutter step. They're serious people! (who can't dribble)
Basically yes. It's completely absurd to think goalies have a fair chance.If what Lewandowski was doing doesn't constitute stopping then what on earth does. The rules are already bent against goalies enough on PKs; absurd that Lewa was allowed to do that twice.
