A player being good makes them marketable. Washington isn't in Russia, as we know.NHL is still a money-making business. If they had a Finnish team in NHL, I think they would have to seriously consider picking a Finnish superstar over a non-Finnish superstar, just because of how much energy it would bring to their franchise.
Of course, if there's a clear difference in skill between the two players, then you go for potential instead of marketability, otherwise you're going to build a poor team.
