It was certainly more questionable than the one they didn't call on the Stars last night.

Chicago at least has zone time. The Caps haven't had a shot attempt since minute 5 of the period.

This isn't the NFL where you could probably find a flag worthy penalty on a lot of plays. In the NHL, there always at least some infractions committed by both teams no matter how bad/good they are.
