Typically you will only see third man in, when it comes to a fight.... they rarely, call third man in when it's roughing etc...

Yeah, they waited until the 3rd man came in, then dropped the gloves and took free swings. Both guys should've gotten 2 and another to the 3rd guy in. I remember Nolan a few years ago got one for grabbing a guy by the neck to break up a fight vs the Cryotes and got a match penalty.
