I mean, 2 of the 4 teams with 3 balls had not picked at the top of the draft and had not made the playoffs in any of those years. They were the only teams that deserved 3 balls. 1 had picked at the top once and should have lost a ball. 1 of them, incidentally the team that won the lottery right after a franchise legend that had bought the team was threatening to move it to Kansas City, picked at the top of the draft twice, and should have only had one ball.
On top of that, the years included for some reason weren't equal. If they had been looking at 2001 to 2005 as a whole, the Sabres and Penguins would have lost another ball for making the playoffs. Weird that they didn't go back that far for the playoffs.
It didn't quite make sense.
