Agreed, but I don't think DoPS considers that.

Us having a 51 second PP should not count in the PP stats the same as the Devils fluffing a 5 minute PP. PP stats should be a function of penalties in minutes, not number of opportunities.

Yeah but you start to introduce weirdness. What if you score three times during a major? Should our 51 second powerplay count the same as their 51 second powerplay since the reason their two minutes ended was in their control?

Not saying these are insurmountable problems/there isn't a better stat, but the current one is at least easy enough to digest, easy enough to calculate, and close enough to reality.
