If its a coaches challenge review, and determined a good goal, then its a penalty because they were wrong?

Coach issues the challenge to get the goal overturned.
The league reviews the goal to find any excuse to have it overturned because it won't maximize profits.

Automatic review to determine if puck entered the net, if it was kicked or gloved in, if it was hit with a high stick, or if there was a missed stoppage prior to the goal. (EDIT missed stoppage is a coach challenge, nvm).

Coaches challenge is for potential offside and goalie interference.
