Eh, I’m not sure it creates any more hazard than already exists.

It rarely happens now because players know goals won't count. If you remove that rule, you'll see players kicking like crazy in a net front scramble with a goalie's hands, arms, legs, and face at risk. It would be an unbelievably bad idea to take that rule out.
