Yeah I think you can have both - prep for the future and maintaining a good, contending regular season team. And the Bruins have at least to some extent done that. Could they do more of the former? Absolutely. But it's a question of degree and people are going to have different opinions on where the right balance lies.

Not really, is any younger player in the last couple of years on the PP or PK. They are in minimal roles but none have found a home on special teams. They need to start putting them in more pressure situations to see what they have. Expecting them to just be good from the beginning in those situations is an unrealistic expectation
