A two way tie goes to head to head. A three way tie goes to all games amongst the tied teams, and only after that still doesn’t break the tie even down to goal differential and goals scored do they start to consider results against other mutual opponents (first adding games against the best ranked opponent among those not tied)

So again ... has this format ever even gone to results against mutual opponents (ie, has ‘who whooped Denmark hardest’ ever come into consideration?). I don’t think it has. In fact I’m pretty sure it’s incredibly unlikely to.
