That is a by product of not knowing how things are over here in NA hockey and how to protect or limit your exposure. Every NHL player does stuff like that video when a player is down on the ice to keep them down. It's interference but never is called.

Yeah I'm not really sure what about that play is "dirty." It may be interference but it's something that happens a dozen times per game.
