Honestly i think the best way forward for international best on best hockey is something similar to what we saw with the World Baseball Classic.

Open up the tournament to more than the bluebloods so you get countries like Germany, Switzerland, Austria, etc and then have multiple host cities. Split them up into four groups with each group being in one city.

That way everyone wins.
