Germany had a bunch of positive tests. I assume Sweden did too.

They didn't they all came the same day. Sweden and Germany each had positive tests after entering so had their quarantine extended.

They didn't everyone came at the same time. But both those teams had several players test positive for COVID after they arrived, so they had to quarantine
