The rule is that no penalties can be reviewed. Exceptions were made for major penalties and double minors with a couple high profile blown calls since they can impact the game so much more. If you don't have it set up like that then the expectation is that every call winds up reviewed or it's unfair and blah blah blah.Like what purpose does it even serve to have a rule that you can’t review high sticking?
