Refs responsibility isn't just to manage scores in games (which they always do even though that's not in the rulebook)... it's supposed to be to protect players as well by calling blatant and dangerous penalties.

They miss blatant dangerous calls... and teams take liberties and players get hurt because they know there's zero consequences.
