They can inform the referee, it is then up to refereee to make the call.

I would like to see a wider angle, but am guessing the linesman on that side didn't see it because he is focusing on puck coming up and potentially out of the zone, also he is in the line of fire there as well.

I think is an instance where the league does have to step in and suspend him. 1 game should be fine. Otherwise, you are risk a revenge hit next game and it could get worse. They need to do their part to nip it in the bud.
