Was just thinking that. The rule's meant to prevent players from flipping the puck out of their defensive zone. It serves no purpose in the neutral zone, and shouldn't be a penalty there.

His stick was over the line in the dzone but it definitely should not apply to midair batting of the puck...nobody is good enough to deliberately bat it out of play in midair
