I’m not sure there would be less parity if we had a current best on best today. Have you seen Canadas goaltending? Their forwards and D are stacked and are the best on paper by quite a bit but in net they are really disadvantaged.

This is next years World's group B... Canada is in a pretty weak pool IMO. No Swede, Finn, US or Russia.
