7mil would be a steal, especially with the cap rising to upwards of 80 million in 2 years. He'd be getting paid WAY less than he currently is if you adjust for how much of a percentage of the cap he would be taking up.

That rule wouldn't apply to Phaneuf. Its only if you sign a contract when you are 35 or older, not if your current contract brings you to that age.
