Is Panarin a valuable asset at 50% retained? Absolutely. Is he worth a 2nd OA RD in Nemec? Absolutely not. Is he worth a LD in Silayev who went top 10 & is looking like an absolute unicorn of a player being a 6 foot 7 monster who skates like the wind? Absolutely not. You are misjudging the value of Panarin. To put it in perspective Nemec was going to be available to trade for Tkachuk before he signed his extension. That's the type of player you trade for. A player who will be with your core long term. These aren't just random prospects we're trading. Nemec/Silayev are one of the most coveted prospects in the entire league & if available can get almost any player in the league as long as they're available. Panarin isn't the guy you go for in this instance.I would do Panarin at 50% retained for Saliyev, a conditional 3rd (2nd based on a conference championship appearance) and a dart throw like Traff.
Panarin at 50% retained is an extremely valuable asset. He’s not worth Nemec AND Saliyev, not even close, but he’s certainly worth one of them.

Meier isn't playing with Jack, he's more well suited with Nico, so really, if we're talking top 6, this about Jack's winger. Panarin and Hall don't make sense particularly because they like having the puck on their stick and they both play almost zero defense with no physicality. So Devils need an opportunistic sniper who doesn't need many touches and can retrieve the puck along the boards. To me, that screams Palmieri.
I can imagine Fitz may be fine with Palat strapped to Jack and Bratt and look into a 3LW to get some scoring depth. Right now both Haula and Mercer are, at best, playing net neutral against their competition. But they can't generate offense - this will bite us in the ass in the playoffs.
Cotter-Lazar-Bastian w/ Tatar subbing is fine as a fourth line. Probably capable of outperforming expectations in the playoffs.
Vatrano makes a lot of sense, Duck fans seem ambivalent on moving him. Not sure who else fits that profile. I don't see a B. Tanev or a player like that generating offense. We're a good defensive team, not sure how much more we need to stack as far as defensive forwards.

They likely won't be looking for a long term piece though so the top prospects shouldn't be on the table, I believe they have 3 picks in the second round and those most certainly would be.
I think Palmieri, Vatrano, Nelson or Brandon Tanev I also think they'll look for a bottom 6 center and Faksa, Evans, BJugstad or Sturm could be targets.
Bastian and Tatar for the most part, assuming Lasar comes back after Christmas. I don't think they'll be the scratch all the time though just more often than not.
