I'm not building a roster for the next two years, I'm building it for the next 10. Especially in an environment where the cap is going to be rising aggressively, you should lock down your stars (or future stars) if they'll let you.
This moment in time (expiring ELC) is when the team and players interests most align. Player is trying to hedge away downside risk for career ending injury, and the team is trying to lock a guy in at a below market salary for as long as possible. If you bridge, the player will already have high 7 figures or more in career earnings, and be closer to UFA in a rising cap environment.
There's risk from a team perspective, so you should treat every guy like this, but Luke is as close to a lock for future star as anybody in this league right now. Gotta strike while the iron is hot, and work out the #4-6D contracts around that.

Nemec should be up by next year playing a regular NHL role. Casey you could probably have him play two full AHL seasons before being a part-time NHLer and full time the next year.
If you’re prepping to move Dougie and run Pesce-Kovacevic-Nemec next year, it would have to be an off season move. With Luke’s salary likely coming in somewhere close to Dougie, I could definitely see the Devils going down that path.

Nah. You can let dougie stay another year and keep Kovy under the cap feasibly.
Don't let a Kovy extension force you into making a bad dougie or nemec or casey move.
If quality value opens itself up, sure.
But keeping the current status quo is more than feasible next year

Dougie is a key reason why our PP is so good. Without dougie it will be worse.

This has been discussed ad nauseum on here so I'm not going to go into it all again, but Dougie's $9M (along with dumping Palat) opens up the ability to bring in someone for Jack's line, sign Luke, and bring back Kovacevic.
The Devils are stacked on the blue line with a nice pipeline and you deal strength to fix other areas, especially when the D in question has been morphing into a PP specialist who needs to be sheltered against the other team's best lines because he's slow.
I'm not sold on the "Dougie is the key reason" our PP is so good. Hand the reins over to Luke who has improved a ton on D and will limit shorthanded opportunities while also having elite mobility and passing abilities that will make opposing team's PK lose positioning.
Luke does not bring the same threat from the point.

I think you are overestimating how much front offices will react to one season.It'll be pretty tough to move Palat; easier to move Hamilton
Nemec could be pretty unhappy if he doesn't have a path to the NHL next year
Still, if possible, I'd prefer to keep Hamilton. It's just not looking very likely.
