They did, but the re-signed him to a one year deal.

There were definitely questions whether he'd be back or not. Apparently they allowed him to talk to other teams, because he was on an expired contract, so it's not like they had to allow him to.

But they eventually brought him back on a one year deal.

He had option he could invoke. He wanted a firmer extension and they so no and that he could shop himself. He ultimately took the option.
