But what’s weird is these look like 1-off odds anyway.
The 3 and 4 picks won’t have the same lotto odds next year, I’m betting.
So since these are 1-off odds then you could just remove Arizona and evenly distribute their odds to begin with.

Theoretically, if the Coyotes win the 1st and we win the 2nd, will they redraw both and then we could lose out on the 2nd pick?

No because that is not how the drawing works. There is one drawing for the 1st pick and then a second drawing for the 2nd pick. So if the Coyotes win the first lottery then they will redraw the lotto wry for pick 1 before proceeding to the drawing for picks two. If the Coyotes win the second drawing then whoever won the drawing for pick 1 is set and they redraw the drawing for picks two.
They film and release the actual drawing afterwards. It follows a strict legal procedure that includes Bettman having to hold up that day’s newspaper like a hostage video to prove it occurred on that day.
But as I mentioned they are two separate drawing so that scenario cannot happen.
Because they draw a number combination that is assigned to a team. There are 1,000 different combos, so it is easier to redraw than to assign those out to other teams, which wouldn’t spread the odds evenly.

I don’t think it’s too difficult. Arizona has 31 combinations. 2 extra combinations to everyone and 3 to Buffalo.
They already skewed the odds around with the 3 and 4 slots having the same odds so the odds are already lopsided in some way this lottery.
If I had to guess it has to do with some wording in the CBA or the draft bylaws that would have needed an exception made to remove a team but no exception was needed for a pick forfeiture.

I'm a bit behind on this season. They have a lot more matches than in previous seasons. I know the Star Wars tournament (the division that mostly got me into it) recently started again. As a wrestling fan I really like the competitors who play that side up (Rocha, Kalinowski, Bateman, etc).
The Star Wars matches are insane to me. I like to think I'm a big fan but some of the questions they have that they actually know are crazy. I know one of the matches recently (or maybe last season) I don't think either one missed a question until they got to sudden death.
This basically explains why they kept Arizona in the lottery process - because you can't just distribute the Arizona combinations equally.
The Rangers have 10 number combinations - giving them two more increases their combinations by 20%. Meanwhile, if you're adding 2 more chances to Anaheim's 117 combinations, you're increasing their combinations by just 1.7%. Any redistribution of Arizona's number combinations would throw off the originally intended odds, so the only choice is to keep them involved in the process and re-draw if their numbers come up.

Everyone is increased by the same 0.2%, and the Sabres are increased by 0.3%. The percentage growth of chance is immaterial, the raw change in chance is what matters and that would literally be the same increase for all but 1 team and effectively the same for all teams.
There is no original intended odds in this case as the 3 and 4 spots will not have the same odds going forward. This is already a bespoke set of odds.
There are originally intended odds, even if it is unique for this one draft, that were developed had Arizona's pick not been forfeited. I suspect we'll see these same odds going forward, except for an adjustment to the #3 & #4 slots.
Even if it's only Buffalo that benefits from a redistribution of Arizona's number combinations, it still throws off the originally intended odds which is why it's still a better solution to allow Arizona to keep their number combinations and just do a re-draw if they happen to be selected.
Your solution is essentially saying "meh...close enough" - given the high stakes of this draw you need to be as accurate as possible.
