The one line I wonder about: "the council discussed the secret monitoring of social media backlash to the arena proposal." Why is it a secret for government officials to monitor social media? Shouldn't they know what constituents are thinking (obviously social media isn't always indicative of overall public sentiment but still they are a portion of the public)

The issue was that were abusing executive privilege laws in the state to do it. They could have monitored the social media from a true neutral and transparent manner that would have been open to records requests and there wouldn't be any issue.

It's because the council had a clear conflict of interest and tried to do it in secret they got their hand slapped by the state and have to release this amazing display of Dunning-Kruger
