They have no other one-timer option, so the opposition keys in on him, since they know any other pass will not be a one timer, and thus they'll have time to reset...

It'll be the same percentage for the projected cap. Gotta remember, they're only paying for RFA years. Look at Makar, they got a bargain unlike the MacKinnon deal. It's usually the case with super young rfas unless you're Toronto
