I'm so tired of these "dead" contracts being moved around just to get to the cap floor...wild times!

Side effect of NHL contracts being fully guaranteed. If Weber had filed for retirement after it being obvious he was never going to play another game, he'd lose out on the money from the rest of his contract.
 
I’m sure someone much smarter than me can explain to me why either team does this?

My take for both teams -

Chicago gets Weber's cap space to hit the floor, plus a couple of younger guys who could plausibly fill a roster spot while they search for someone better.

Utah gets out of having to deal with Weber's cap hit, and frees up a couple more contract spots to add to the team, while getting a 4th.
