Yeah, I think the NFL has not only surpassed the CFL in not only big play, but also total offensive plays per game.
The CFL needed to switch back to the old clock rules, the current clock rules, along with all the subs between plays is having a negative affect.

Clock rules are actually the same as they've been for at least 40 years. As you said, it's the extra substitutions due to today's bigger rosters. The officials let the game clock run longer before starting the play clock.
