I played around this just for kicks and sure enough. When I used my phone with a VPN, it says the upcoming local game tonight (not Canes as I’m not in NC right now) is blacked out. When I turned off all location services, and used the VPN, there was no blackout. The ESPN app asks you to allow tracking, and I just dismissed it.
