The changing guy's feet were in the air before Svech touched the puck. It was a ridiculous split second moment, but it did appear to not be too many men. Svech playing before his feet hit the ice could have been a penalty though, but the not playing the puck from the bench unsportsmanlike was not intended for that situation. By the book, maybe, but in the situation, the guy's coming on when the other player has left, and that's good enough for government work.Honestly dont know how that wasnt too many men
