Chelsey getting an ATO now with an ELC to be signed later gives them that cap flexibility (as well as deciding if they want to let him burn an ELC year).Re: Chesley, I'd been wondering if they wanted or needed to wait and see on their cap space after signing Leonard before getting him inked to an ELC for this season. (Assuming getting him signed is predicated on playing a game in Washington.) To make sure any performance bonuses and/or injuries and call-ups don't impact their ability to ice a full roster.
They can maybe convince him to wait until next season to start his ELC by giving him a lot of performance bonuses across all 3 seasons. They've got the cap space next season to 'risk' it.
