Makes perfect sense. Flames have more depth at LD than RD.
Andersson will be traded at some point and is not a huge guy. Even if he isn't the Flames need more depth at RD.
Carlo is the same age and is big, an element (size) on the Flames D that is lacking.
So you trade for a guy like Carlo, even if he is not an offensive juggernaut.

As soon as next year it is entirely possible that RD Zayne Parekh is good enough to make the jump to the NHL right out of juniors.
