Tier I:
Montana - Best combination of leadership, clutch plays, and toughness.
Elway - Prototype QB who could beat you running as well as passing.
Brady - Most accomplished QB ever.
Manning - Most innovative QB ever.
Favre - Could make throws other QBs would never attempt.

Tier II:
Rodgers - Solid player, just not as great as the five above.
Marino - Never won the big one, which holds him back just enough.
Unitas - Suffers from playing in a more run-heavy era.
Young - Great mobility and arm, just didn't beat the Cowboys enough.
Mahomes - Tier I talent, just doesn't have the longevity yet.

Honorable Mention:
Tarkenton - If he only could win one out of the four...
Kelly - ditto
Aikman - Managed not to screw up with ultra-talented supporting cast.

Young beat the Cowboys, he couldn’t beat Favre and the Pack.

Just as Rodgers can’t beat SF and any random qb they start in the playoffs.

Brady, Manning, and Montana (although I never saw Joe play) seem to be the obvious top tier.

I think the current Packers QB is better than Favre, and based on what I've seen, I'd definitely put Mahomes in the top 5.

So, I guess my list is:

Brady
Manning
Montana
Rodgers
Mahomes

I think the current Packers QB is better than Favre, and based on what I've seen, I'd definitely put Mahomes in the top 5.

This list started really well, then took steep dive after #3

Elway was the other QB I was considering, but when I do lists like this, I typically base it on QB's that I've seen, and not one's I've only read about. Montana was my exception in this list.

I did see Favre, but not really Mariano and I missed the early days of Elway.

Brady is number one due to accomplishments. But Rodgers, Manning, Elway, Marino, Mahomes, Montana, Favre, and Young were more naturally gifted athletically.

I think Brady was lucky enough to be coached by the GOAT coach and have top tier defenses most years.

Isn't accomplishments the whole point?

There are plenty of guys that had way more natural ability that won't be anywhere near the top 5

Wow you have some interesting takes. Being gifted athletically has very little to do with being a great QB. Sure you need to move around well ; and having a strong arm helps alot. But the ability to process lots of information quickly and correctly is most important. And Brady could be the best ever to do that.
Also Brady's defenses were only top tier in a few years. They were good most years but they benefited by having Brady in 2 key areas. One was that the Pats were able to load up on defensive players in the draft because Brady didn't need the help to be good. Only once in 19 years did they draft a WR with their 1st pick and that was in Brady's last year. They also chose defensive players with their 1st pick 2/3 of the time. Second because Brady's offense rarely turned the ball over his defenses were not put in bad positions. So they almost always ranked much better in points allowed than yardage given up. Great example is when you compare the 2019 Tampa Bay Bucs with the 2020 team. Jameis Winston throws 30 picks and has 47 sacks compared to the next year where Brady having 12 picks and 21 sacks. Defense was virtually the same but the stats were much better year over year because Brady didn't hand over a short field to the opposition's offense which made it easier for them. And he did that throughout his career.
