Why can't you use a challenge there?

Because that would potentially increase scoring. All the video replay challenges are designed to favour the defending team, and thus obviously one can conclude are motivated by a desire to reduce scoring.

As someone said in the GDT: with 8 minutes left and the Oilers are pressing

-Refs call a BS penalty
-Call icing on a play where Getzlaf could've got the puck
-Don't call icing on a clear icing
-Ignore what could've been about 5 penalties Getzlaf took in the last 30 seconds
-Call offside on a play that was inside the line by about 2 feet.
