Bobby Hull 118MPH slapper takes the cake
The problem is that I have never seen any proof of measurement for Hull.
I think Hull is the obvious answer.

Orr had a hell of a slapshot as well. Overlooked a lot in that department. Very heavy shot and fast. Not much wind up at all.

Hull's Slapper scared the bejesus out of goalies and defensemen. Hull used to intentionally whip one by the goaltenders heads at the beginning of the games if he had no angle to score just to make them hear it whiz by their heads and hit the boards so they could think about it the whole time he was on the bench before his next shift.

The thing about Dennis Hull is he probably left the most puck marks 15'+ wide of the net! Some people even rate Dennis's shot harder than Bobby.
I remember reading an article back in the 60's that they used some high-tech device to measure the speed.
It might have been a device from A.V. Roe?
Regarding Al McInnes not only was it probably the hardest but his wind-up was soooooo quick and his accuracy was great also.
Reading that article proves nothing because they talk about 96 mph backhands and 105 mph wrist shots.
