That doesn't always stop teams. See the Niners trading away their future to draft Trey Lance 2 years ago. They traded the 12th pick and a 3rd round pick, plus their next 2 future 1st's to get to 3rd and select Trey Lance. I doubt the Bears can get this type of haul, but it's worth exploring.As long as the Bears don't win any of their last 4 games - they're guaranteed the 3rd pick which would move to the 2nd pick if Denver wins a game.
I'm all for the trade down for multiple picks idea but for that to be a real possibility there needs to be a QB sitting there when the Bears pick that another team would give up multiple picks to move up and get the QB - the problem, as I see it, is none of the QB's are good enough to entice a team to do the trade - they all have flaws that makes them less than ideal sure-fire NFL QBs. So the trade down scenario may not work out as many Bears fans hope it will.
And then - what of the Bears are in the #3 slot and Anderson and Carter go 1 and 2 - now what? They don't want a QB so which player would be #3 on the Bears draft board?
All that said to emphasize how important free agency is for the Bears leading into the draft. If the Bears can get 2 stud d-tackles and either a right tackle or center - then they can focus the draft on getting the 2nd best edge rusher with their 1st round pick.

Right now the Bears are at #3. Seattle is at #2 courtesy of Denver. The good news is - Denver seems to be playing better lately, and they have zero incentive to tank since they dont own their own pick. Hopefully they have a win left in them.

Oh and the Broncos play the Cardinals this weekend, who will be without Murray since he seems to have torn his ACL. The Broncos could actually win their next 2 games. because they then play the Rams on Christmas Eve.
The Bears are really in great shape, as long as they don't get stupid and win 2 or more of the remaining games. I think top 5 guarantees you either a stud defensive player or a big trade down possibility. And I just cant imagine them winning against Philly, Buffalo or Detroit right now (barring injuries leading up to those games).
The Chicago Bears are floating in Springfield the possibility of creating new form of tax subsidy for their pending redevelopment of Arlington Park, one which would give them financial help but not penalize local school districts as harshly as conventional tax increment financing district.

PILT originally was developed by the federal government as a means to compensate local units of government for the loss of property taxes due to the existence of tax-exempt federally-owned property within their borders. The concept since has spread to payments for state-owned property in some parts of the country and to some private developments, such as solar-energy generation, that are not feasible with normal property taxes.
The Bears’ pitch is in the preliminary stage and is receiving a mixed reception from Springfield officials. But because PILT payments can be negotiated rather than being set at a predetermined rate, and because they can be shared with schools rather than stay with municipalities, they offer more flexibility than a conventional TIF district.
