It is hard to praise him since I've heard that Chabot, Sanderson, and Chychurn are all #1 Ds (some will end up contending for the Norris), and Zub is now also getting a thread about how he is underrated... maybe Ottawa's D is not as good as their fanbase thinks.

To be fair, I don't think you'll find a single Sens fan who thinks Chabot or Chych are playing like #1s. I think it's fair to say the two of them are both good top 4 D on a good day and healthy.
I also think you're letting the thoughts of a few fans get in your head...every fanbase has them, especially on HF lol.
The only actual #1 the Sens possess is Sanderson. And people are understandably cautious to give that label to 2nd year 21 year-old.
The number of teams with multiple #1 defensemen, top line forwards, elite depth etc. as described by the fans here would have us thinking 15 teams are on pace to win the Cup. NYR, Ottawa, Buffalo, others in recent seasons where the results simply did not match.
Perhaps this is a rare time the analytics can show individual value such as Zub above and beyond the tangible team impact.

Where would you rank him among the best Russian free agents in recent years? Only ones off the top of my head I would have ahead of him are Panarin and Kuzmenko. I’m sure there’s more though

This is why I think that Smith needs to go. There is plenty of talent on the blueline, and the sum of the parts is MUCH less than the talent level would lead you to expect.

Doesn't he have a daughter in Ottawa? I know that it was between Minnesota and OTT back in the day, but MN made him a really good offer, while OTT, predictably, dropped the ball by dithering about terms.
OTT could do worse than Bruce.
