I think you need 2 conditions for a successful rebuild unless you draft a couple superstars in quick succession. You need some young depth already in place that you hold onto that can help bring along the kids and still be good players throughout the rebuild. Then you need to be a destination market that attracts UFAs to jump start things once the kids have developed for a few years.I just don't see how that model works.
By the time you're competing your first batch of good players are approaching ufa and are really expensive, and if you make a couple of drafting mistakes you're no better than you would have been had you just tried to keep reloading.
Then you have a bunch of fan attrition and no real success.

Sharks literally had no other choice than full rebuild. Bad, bloated contracts given to declining and underperforming vets + zero prospect pipeline = full rebuild.I just don't see how that model works.
