Their roster is just too good to bottom out atm. If they want to tank, they're gonna have to make some more big trades to send guys out, which doesn't seem to be their plan. They still have a top pairing that could hang with anyone in Weegar and Andersson, a competent veteran forward group, even if a bit underwhelming, and Wolf standing on his head definitely doesn't help either.The Flames aren't interested in rebuilding just yet, they want to compete. Cap space don't score goals!
I think they have a slightly better roster overall than Vancouver that's basically the only team they're competing with for that last wild card spot.
