The idea of making parking garages into places people choose to gather is a concept.

Tailgating seems like making the best of a bad situation. I'm not sure how compatible that is with a billion dollar development.

I like the Montreal and NY ones, those are cool. Minny/Toronto/Ottawa are pretty bad though and Boston looks like Hartford Whalers gone sideways.
