So Austrian hockey federation (ÖEHV), organization struggling with concept that not everyone is a winner, came up with another "genius" idea.
Basically they wanted to start (or repurpose) a league that would be 2nd tier behind ICEHL and be 100% Austrian alternative to Alps. They would take ÖEL (Austrian 3rd tier) teams, add there 3 Alps team and there you'd have it. This league should be on same level as Alps, but less expensive and less demanding so players could go to school in parallel.
1. Amateurism: ÖEL is a beer league, players there have given up on hockey and they barely squeeze 15ish games they play there. Let alone no one there would be ready to travel 7+ hours from one side of Austria to the other.
You can't have high level of hockey in a league where you play "when you have time", to become a good hockey player you need to work hard, not wish it.
2. Infrastructure: Quite decent amount of ÖEL teams don't even have an ice hall, but play outdoor, how can you schedule games then if you need to play 30ish games?
3. Teams: it is a pure miracle that the teams managed to get unity on the concept of ÖEL with western and eastern division, how does one except that they would magically agree to fundamentaly change the way they operate? They can't even get Carinthian teams on board, but that's another funny story
4. Money: that would cost millions if done right
There is best case scenario where 4-5 teams can play Alps, but no farm team BS. ÖEL can strive to become a league like Italian 2nd tier: with 30ish games and being nationwide (for hockey in Italy that means like the upper part), but to hope for some professionalism... that would take 10 years at least.
Thankfully the teams have put an end to this madness and focus on building ÖEL.
