He doesn't do that. He points out that the player was healthy scratched, and he says that those healthy scratches reflect what management thinks of the player.

Kudryavtsev is a 20-year old, seventh round draft pick. Most players--but especially d-men-- are basically just getting started at age 21. It's not uncommon for a young d-man to need at least three years in the AHL, before they're ready to take the next step.
No healthy scratches for Pettersson.
I wasn't keen on some of the earlier scratches and the last two even less so. In my opinion he's already as good as Woo and McWard and keeping him in the lineup should be a priority.
