Funny how everyone blames Stefan, yet noone here really knows any details. As an agent his job is to maximize profit for his player, maybe Shero is lowballing them etc.
The hold-up is believed to be over the Schedule A individual performance bonuses, which can be given out for meeting statistical thresholds in categories such as ice time, goals, assists, points, points per game, etc. Former Devils GM Lou Lamoriello refused to include Schedule A bonuses because it went against his team philosophy. (Defenseman Adam Larsson's 2010 entry-level deal didn't include them.)
With Shero in charge, Zacha will receive at least some A bonuses in his deal, but agreeing upon how much – the player cannot receive more than $850,000 total and no more than $212,500 per category – has proven to be tricky. A source said Stefan is seeking the maximum package.
As stipulated in the collective bargaining agreement, Zacha's contract will be for three seasons and he will no doubt receive the maximum entry-level NHL salary of $925,000 and AHL salary of $70,000 per season.
Just give him max salary and bonuses if that is what he is looking for. If Zacha performs to the level to earn all those bonuses, he will deserve the pay boost anyways. Not like we are dieing for cap space right now, and top prospects typically get the best deals.

RALEIGH, NC – Ron Francis, Executive Vice President and General Manager of the National Hockey League’s Carolina Hurricanes, today announced that the team has signed defenseman Noah Hanifin to a three-year, entry-level contract. The deal will pay Hanifin $832,500 on the NHL level or $70,000 on the American Hockey League (AHL) level through the 2017-18 season. Hanifin also receives a signing bonus of $277,500.
