I think Burke publicly complaining about how bad teams have mismanaged their cap testifies to the fact that they've tried to make a trade, presumably with non-playoff teams and nothing was possible due to other teams needing to ship out bad cap despite still being bad. Fits with Friedman saying Hextall was trying to make a deal a month ago.
