Maybe, but a theory i"d like to see tested. Not my style of hockey, just frustrating especially against the Capitals.
Clutch and grab is so popular in the league. Used to be I thought the Red Wings held the patent.

Certain teams seem to be allowed to get away with things that others can't.

The Red Wings are allowed to paw and grab more than other teams.

The Devils get away with more off the puck interference than anyone else.

The Penguins are the dirtiest team in the league.

Seems like there are built in biases based on tendencies.
