They should make it where you can never score off the skate. Players would start kicking their legs around to try to deflect the puck in, and you'll see a lot more players getting cut.

There's so much kicking along the boards without players getting cut that I don't think that would happen.

Yeah, but if you are trying to deflect the puck into the net, your leg could sometimes be way higher up in the air than a normal puck battle near the boards. Having your skate knee-high up could be dangerous.
