There's been a lot of talk about making visors mandatory, but with a penalty that frowns upon wearing one makes it seem like they don't care about player safety as much.

It's a dumb penalty in my opinion.

That penalty doesn't frown upon people wearing visors. It frowns upon players who have an unfair advantage. If visors are made mandatory, that penalty wouldn't exist anymore.
