Yeah I think OHL needs to strongly consider adding 15 year olds and maybe dropping the 20 year old OAs

Getting younger is not the answer. Maybe offer a choice to players of paying for their education or paying them a salary.

They already pay for their education. Salary is the only question that could be used.
