I think that Philly just played Minnesota. They probably weren't going to pick Buium, but made Minnesota think that they were in order to get them to pay for the pick. Now, they're likely to pick the kid with #13 that they were going to pick with #12, anyways.

Edit: As others have pointed out, it's more likely that Philly threatened to trade the pick to another team if Minnesota didn't pay up.
