Provorov would certainly be a possibility, lolGiven that this person is apparently one of the ones who said they wanted to play for Tortorella, I wouldn't put Hayes at the top of my list, but if not for that, he'd be in with a shout.
To be fair, I feel that way about approximately 95% of the cities in the NHL, Philly included.
I wouldn't say he's accomplished nothing - it might not be things you like, but he has done 'stuff'.
To your point, though... what has he accomplished?
a - moving out players he didn't think fit what the team is trying to build
b - picking up assets by using cap space
c - eventually trying to free up cap space
He's done a lot in less than 2 years, actually... though I'm not sure it's all part of a coherent strategy. And he has definitely sold low on a number of assets and gotten little in return. Also did not extract value from swapping 1sts with Edmonton.
You might say he has a bias for action lol.

What has he done to significantly raise the talent level of the team?
Other than Michkov, I can’t say anything. Hes sat on his ass, and happily waddled up draft 10th, and seems prepped to do it again.
Rebuilding buys a GM grace, buys them time - but moving out a few guys that they don’t see as a fit (or they ask out as was the case of Prov) - and doing little else is problematic.
Again, say Briere misses the dance again next season. That’s 3 seasons where he’s asked for patience, but accomplished what exactly to bring in high end talent?
The way it looks to me, is he’s hoping free agency or a trade will save the day. He’s running out of time. He’s wasted his tenure so far - as I see it.

While this draft isn't a good draft by any stretch, if he can somehow luck his way into someone elite this draft, the Flyers can be "ok"
Misa, Michkov, Luchanko, Bonk, Zav in the last 3 drafts would be pretty darn good. However, i'm certain we'll be stuck with McQueen or O'brian, and be told that everything is fine.
This is an awful draft. I honestly think that after around Mrtka is drafted, its gonna plummet. This is the worst draft to have 7 picks in.They have 7 picks in the first two rounds and I wouldn't be surprised if Canes, Caps or even the Blue Jackets end up better
